The partially printed document being a decree issued by Carlos Soublette as liberator of Venezuela and Cundinamarca. The decree aproves the retirement of a high rank officer, Lieutenant-Colonel Pedro Torres. With four countersignatures to the verso, including Jose Maria Carreño Blanco (1792-1849) Venezuelan politician and military. Provisional President of Venezuela as interim caretaker in 1837.
